As President of the Organising Committee of the XXXI Congress of the HISPANO-LUSO-AMERICAN INSTITUTE OF INTERNATIONAL LAW, Dr. Hugo Llanos Mansilla assumed the position of President of the INSTITUTE, which he will hold until 2024. Dr. Hugo Llanos, in his speech, issued a serious warning about the worrying setbacks in measures to combat climate change and appealed to the responsibility of States and Organisations to urgently resume the agenda to address climate challenges.
